About the Project

Part of the technical assistance team substantiating a loan for the development of enterprises (ERP)

STRATEGIC Consultants (UCPPS at the time of the project) were coordinators of the Private Sector Network of the Economic Development Institute of the World Bank in Ukraine. In  June 1996 we worked with the State Property Fund of Ukraine as an agency for the implementation component of the technical assistance loan for the development of enterprises (EDAL) for privatized companies in Ukraine.

The ten million component included 6 projects:

1. Low-cost restructuring
2. Demonstrable restructuring of the company
3. Bankruptcy and liquidation
4. Management training
5. Creation and development of professional associations
6. Creating a commercial database

Subject to the procedural requirements of the World Bank, UCPPS consultants undertook the following elements:

• Developing technical tasks for all theprojects;
• Compiling a list of Ukrainian enterprises and beneficiaries of international management consultants (for subsequent approval by the State Property Fund of Ukraine and the World Bank);
• Defining the Ukrainian enterprises to be recipients;
• Developing and issuing Invitations to Tender for international procurement of services for management consultancy (including letters of invitation and draft contracts);
• Assessment of proposals submitted by management consultancy companies;
• Monitoring the implementation of projects
